Relevant to the above, are there any plans for Halloween style events (trick or treat, masquerade, SUDDENLY BATS etc)? Even if it's not celebrated in the game universe itself, something lighter between plot events could be good.

There will be something similar to that in the future, yes! However, for plots like trick or treating and masquerades—those could also work as player plots and would be permitted separate from the metaplot that is run by the moderators!
