It could work for characters with registered devices, yes! So essentially, as long as it's characters that you've spoken to before hand (since I know there are some characters who are using multiple devices to shield their names) about potentially "knowing" about them in the case that you'd want to use that with their particular character, it sounds like it would be fine!
