Yes and yes! You can pretty much assume that the IC information (housing, Initiative functions and structure, etc) can be found on the tablets as easy as they can in the comms. Once everyone is back in Exsilium and the usual missions resume, the Initiative would only grant a mission for a Darn Good Reason, or to fulfill one of their objectives, though they would take requests into consideration. While they're on the moonbase, basically anything goes.
